The decision that follows is the informative part: a pilot with zero arrests is being extended and pushed into the Underground, so arrests were never the measure it was being judged on.

Cool, I played a fair bit of Scorch. Dominant strategy seems to be drive to point blank range and fire. The turret arrow keys are unintuitive, and there's no way to bring the controls back up mid-game.
